
Armored Captain America wouldn't be my first choice for an action figure (I'd prefer any number of characters that haven't had figures yet) but Angel Medina does a pretty good job of selling him here.
While not every Marvel character got an armor costume in the 90's, it seemed pretty close. I sometimes think the armors may be more fondly remembered if they made sense in-story (Spidey's armor doesn't, unless he's going to fight the entire Sinister Six in a broom closet) and if they were drawn at this level consistently. It's relatively easy to make an armored suit look cool on a cover or big splash page; but far more demanding to draw it over and over in the multiple panels of a comic. Even so, I still wouldn't mind if Daredevil or Thor brought their armor out of the back of the closet every so often, for special beatings and whatnot.

Anyway, this issue, Cap makes a dramatic entrance, and looks pretty good for being on his last legs: with the Super-Soldier formula starting to break down, Steve's on borrowed time, but still shows up to help the Avengers after an ass-kicking by the Red Skull. The Skull, using his cloned-Captain America body, and an armored suit of weapons, easily beats Hercules, Crystal, and Quicksilver; with only Black Widow giving him a good fight.
